Ms McNeill previously served almost five years as First Assistant Secretary of the Pharmaceutical Benefits Division - part of a 20 year career in public service.
She has been credited with negotiating the reforms that paved the way for the listing of new Hepatitis C cures on the Pharmaceutical Benefits Scheme (PBS).
Ms McNeill was awarded the Public Service Medal in 2016 for her contributions to the modernisation of the PBS.
